स्थापन करा शेतकरी उत्पादक कंपनी आणि उद्योजक व्हा, जागतिक बँक आणि महाराष्ट्र सरकारने केला मदतीचा हात पुढे ……!

शेतमालाला भाव नाही आणि शेतकऱ्यांच्या वाढणाऱ्या आत्महत्या अशा बातम्यांचा काळ आता लवकरच संपुष्टात येण्याची चिन्हे आहेत. शेतीमालाची उत्पादकता आणि बाजारमूल्यांची सांगड घालून नफा कमावण्याचे दिवस आता फार लांब राहिलेले नाहीत, कारण शेतकरीच आता उद्योजक बनणार आहेत! शेतीला उद्योगाचा दर्जा मिळावा म्हणून आस लावून बसलेल्या शेतकऱ्यांना आता जागतिक बँक आणि महाराष्ट्र सरकारच्या मदतीने स्वत:च उद्योजक बनण्याचा मार्ग सापडलेला आहे, राज्यातील शेतकरी गटांचे रूपांतर कंपन्यांमध्ये करण्यात येत असून, बाजाराभिमुख व्यवस्थापनासाठी शेतकरी उत्पादक कंपन्याची स्थापना करण्यात येत आहेत. येत्या मार्च  पर्यंत महाराष्ट्रातील सर्व जिल्ह्यांमध्ये शेतकरी उत्पादक कंपन्या स्थापन्याचे उद्दिष्ट ठेवण्यात आले आहे.जागतिक बँक आणि महाराष्ट्र सरकारच्या अर्थसहाय्यातून स्मार्ट (SMART) प्रकल्प राबविण्यात येणार आहे. राज्यातील १० हजार गावांमध्ये स्टेट ऑफ महाराष्ट्र अॅ्ग्रोबिझनेस अॅण्ड रुरल ट्रान्सफॉर्मेशन (स्मार्ट) (SMART) ही महत्त्वाकांक्षी योजना सुरु करण्यात येणार आहे. २३०० कोटी रुपये खर्चाची ही योजना असेल, तिचा ७० टक्के आर्थिक भार जागतिक बँक तर ३० टक्के भार राज्य सरकार उचलणार आहे.

काय आहे (स्मार्ट) (SMART) योजना?

या योजने अंतर्गत शेतकरी उत्पादक कंपन्या, महिला बचत गट, प्राथमिक कृषी पतसंस्था, शासनाच्या व्हिलेज ट्रान्सफॉर्मेशन आदींकडून स्थानिक पातळीवर प्रक्रिया केलेला कृषी माल बड्या कंपन्या खरेदी करणार आहेत. शेतमाल थेट गावातून विकला जावा, गावागावात शेतकऱ्यांचे प्रक्रिया उद्योग उभे राहावेत, हा या योजनेमागचा उद्देश आहे.या प्रकल्पाचा जास्तीत जास्त लाभ मिळवण्यासाठी शेतकऱ्यांनी आपापल्या गावांमध्ये शेतकरी उत्पादक कंपन्या स्थापन करणे गरजेचे आहे.

शेतकरी उत्पादक कंपनी म्हणजे काय?

शेतकरी उत्पादक कंपनी (एफपीसी) हे कंपनीचे कायदेशीर स्वरूप आहे आणि हि कंपनी कायदा १९५६ व २०१३ नुसार नोंदणी होते. शेतकरी उत्पादक कंपनी अशी एक संस्था आहे ज्यामध्ये कायद्यानुसार केवळ शेतकरी हेच या कंपनीचे सदस्य असू शकतात आणि शेतकरी सदस्य स्वतःच या कंपनीचे व्यवस्थापन करतात. शेतकरी उत्पादक कंपनीच्या संकल्पनेमध्ये उत्पादक, खासकरून लहान आणि किरकोळ शेतक-यांचे संकलन समाविष्ट आहे जेणेकरुन शेतीतील अनेक आव्हाने एकत्रितपणे गुंतवून ठेवण्यासाठी एक प्रभावी गठबंधन तयार करणे, जसे की गुंतवणूक, तंत्रज्ञान, इनपुट आणि बाजारपेठेत सुधारित प्रवेश, शेती पिकांचे उत्पादन, कापणी, खरेदी, ग्रेडिंग, पूलिंग, हाताळणी, विपणन, विक्री, सदस्यांचे प्राथमिक उत्पादन निर्यात करणे किंवा वस्तू किंवा सेवा आयात करणे यासाठी अस्तित्वात येते.सामूहिकरीत्या शेतीचे उत्पादन आणि उत्पादकता वाढविणे, तसेच बाजार संपर्क व शेतमालाच्या थेट विक्रीतून शेतकऱ्यांना नफा मिळू शकतो. शेतकरी कंपनीमार्फत कृषीआधारित विविध व्यवसाय सुरू करण्यात येतात़ यातून मिळणारा नफा व लाभांश शेतकरी सभासदांना विभागून मिळू शकतो.

अशी स्थापन करता येते शेतकरी उत्पादक कंपनी़:

गावपातळीवरील १० शेतकरी किंवा शेतकरी गट एकत्र येऊन शेतकरी उत्पादक कंपनी़ स्थापन करू शकतात तसेच एकापेक्षा जास्त गावे मिळून देखील शेतकरी उत्पादन कंपनी स्थापन केली जाऊ शकते. या कंपन्यांची मिनिस्ट्री ऑफ कॉर्पोरेट अफेअर्स या डिपार्टमेंट कडे कंपनी कायदा १९५६ अंतर्गत नोंदणी केली जाते.

 शेतकरी उत्पादक कंपन्यांना मिळणारे विविध फायदे आणि योजना:

• शेतकरी उत्पादक कंपनीची नोंदणी झाल्यापासून पुढील ५ वर्ष तिच्या नफ्यावर कोणताही कर भरावा लागणार नाही

• सन २०१८-१९ च्या बजेट मध्ये सरकारने ऑपरेशन ग्रीनला मंजुरी दिलेली आहे.

• सन २०१८-१९ च्या बजेट मध्ये शेतकरी उत्पादक कंपन्यांसाठी ५०० कोटी रुपयांचीची तरतूद केलेली आहे.

• शेतकरी उत्पादक कंपन्यांना जास्तीत जास्त कर्ज मिळण्यामध्ये सुलभता मिळते.

• नाबार्ड कडून सवलतीच्या दारात कर्ज उपलब्ध होते तसेच विविध प्रकल्पांना अनुदान दिले जाते.

• नाबार्ड च्या प्रोड्युसर ऑर्गनायजेशन डेव्हलोपमेंट फंड (PODF) तर्फे विविध प्रकारचे कर्ज उपलब्ध करून दिले जाते.

• कर्जावरील व्याज दर दुसऱ्या कंपन्यांच्या तुलनेत कमी असतो.

• सहकारी संस्थाना दिल्या जाणाऱ्या विविध योजना आता शेतकरी उत्पादक कंपन्यांना सुद्धा दिल्या जाणार आहेत.

• समूह शेती तसेच समूह शेतीला लागणारे तंत्रज्ञान सरकार अगदी सुलभतेने उपलब्ध करून दिले जाणार आहे.*

इक्विटी ग्रॅन्ट योजना: SAFC, Delhi या संस्थेकडून शेतकरी उत्पादक कंपन्यांना १५ लाख रुपये पर्यंत इक्विटी ग्रॅन्ट दिली जाते.

 क्रेडिट ग्यारंटी फंड: SAFC, Delhi या संस्थेकडून शेतकरी उत्पादक कंपन्यांना त्यांच्या प्रोजेक्टच्या ८५% किंवा जास्तीत जास्त १ करोड रुपयापर्यंत कमी व्याज दाराने कर्ज दिले जाते.

अवजारे बँका: महाराष्ट्र राज्यात अनेक अवजारे बँका सुरु झालेल्या असून त्यामधून शेतकऱ्यांना व शेतकरी उत्पादक कंपन्यांना विविध प्रकारची अवजारे आणि यंत्र सामग्री भाडे तत्वावर आणि सुलभ हप्ताने दिली जाणार आहेत.

    • EDP Training : EDP training of 10 working days for Project cost More than 5.00 lakhs and 6 Working days training for upto Project Cost 5.00 lakhs to the beneficiary is compulsory


3.  SFURTI – Revamped Scheme of Fund for Regeneration of Traditional Industries

• The Scheme would cover three types of interventions namely1. ‘Soft Interventions’, ‘Hard Interventions’ and ‘Thematic Interventions’. The project outlay for various clusters is as follows:

Heritage cluster (1000-2500 artisans *): ₹ 8 cr; 

Major cluster (500-1000 artisans *): ₹ 3 cr; Mini cluster (Up to 500 artisans*): ₹ 1.5 cr.2. *For NER/ J&k and Hill States, there will be 50% reduction in the number of artisans per cluster.


3. Soft Interventions: A maximum ceiling of ₹ 25.00 lakhs (100% scheme funding)


4. Hard Interventions: As per project requirement (75% scheme funding)


5. Cost of Technical Agency is calculated at 8 % of Soft and Hard Interventions (100% scheme funding).Cost of Implementing Agency/ Cluster Executive is fixed at a ceiling of ₹ 20.00 lakhs (100% scheme funding).

6. National Livestock Mission – NABARD

    • Integrated Development of Small Ruminants and Rabbit (IDSRR)

    • The ceiling on subsidy in general is at the rate of 25%. Pro-rata variable subsidy depending on category of beneficiary and location of the project will be applicable. The unit cost assumed for calculation of ceiling of subsidy is indicative only and Joint Monitoring Committee, NLM can revise or modify as per the prevailing market price in the area, based on inputs from SLMC/NABARD. 


7. Agri Clinics & Agri business Centers-NABARD

  • Agri-Clinics :  Soil health, Cropping practices, Plant protection, Crop insurance, Post-harvest technology, Clinical services for animals, feed and fodder management, rices of various crops in the market, etc
    • Agri-Business Centres :  maintenance and custom hiring of farm equipment, sale of inputs and other services in agriculture and allied areas, including post-harvest management and market linkages for income generation and entrepreneurship development
    • Beneficiary : Graduates in agriculture and allied subjects from State Agriculture Universities (SAUs)/Central Agricultural Universities/Universities recognized by ICAR/UGC. Diploma (with at least 50% marks)/Post Graduate Diploma holders in Agriculture and allied subjects, Biological Science Graduates with Post Graduation in Agriculture & allied subjects, Degree courses recognised by UGC having more than 60 percent of the course content in Agriculture and allied subjects, Diploma/Post Graduate Diploma courses with more than 60 percent of course content in Agriculture and allied subjects
    • Ceiling of project cost for subsidy is Rs. 20 lakh for an individual project (25 lakh in case of extremely successful individual projects) and up to Rs. 100 lakh for a group project (Established by a group comprising at least 5 trained persons under the scheme Thus, for instance, if an individual is granted a loan for TFO of Rs. 35 lakh, subsidy shall be reckoned only on TFO of Rs. 20 lakh. (35 % Subsidy)

8. Annasaheb Patil Arthik Magas Mahamandal

10. Credit Guarantee & Grant Equity Scheme

  • CGTMSE : “Collateral security” means the security provided in addition to the primary security, in connection with the credit facility extended by a lending institution to a borrower.
  • SFAC : 1. Credit Guarantee Fund : @85 % up to 1 Cr 2. Grant Equity Scheme – upto 15 Lakh for 1500 Shareholders 3. Venture Capital Assistance : The quantum of SFAC Venture Capital Assistance will depend on the project cost and will be the lowest of the following: ‹ 26% of the promoter’s equity ‹ `50.00 lakhs. 


11. District Industries Department – Schemes

  • Seed Money Scheme : The objective of the scheme is to encourage an unemployed person to take up self-employment ventures through industry, service and business, by providing soft loans to meet part of the margin money to avail institutional finance.
    • DIC Loan Scheme : investment in plant & machinery below ₹ 2 Lakhs. Small Scale Industries Board and Village Industries, handicrafts, handlooms, Silk &  Maximum limit of the project cost for SI is ₹ 10.00 lakhs which includes GoM grant@ 90%v To conduct Soft Intervention (SI) Programme:v Benefits under MSICDPvCoir Industries
    • Entrepreneurship Development Training Program :  training educated unemployed persons to take up self-employment ventures or skilled wage employment.

12. Maharashtra State Industrial-Cluster Development Programme (MSI-CDP) &  GoM grant will be 80% for clusters with 100% micro units /more than 50% Women owned units

13. NABKISAN Financial Products / Other Banks

  • Loans to POs/FPOs tv Maximum Grant in aid from Govt. of Maharashtra for setting up of CFC is limited to ₹ 5.00 Crores or 70% of the approved project cost whichever is lower.v Hard Intervention (Common Facility Center (CFC)):vBeneficiaries contribution @10%.hat are eligible for assistance from SFAC towards equity/credit guarantee cover.

15. Farm Machinery Banks for Custom Hiring Financial Assistance: 

  • Financial assistance for setting up of custom hiring centers will be available to rural entrepreneurs, progressive farmer and SHGs as per pattern of assistance as indicated in Annexure II (d) 
  • The custom hiring centres having the project cost more than Rs. 25 lakh will be established under the model of credit linked back ended financial assistance. 
  • The bank will lock the financial assistance released to them for a period of 4 years. The beneficiary will repay the complete bank loan within the period of not less than 4 years. The Beneficiary will not be allowed to transfer/ sell/ mortgage the CHC to any one before the completion of 6 years.
  • Grants to Custom Hiring Centers – 40% on up to 25.00 lakh machinery cost & 40% on upto 60 Lakh Machinery cost (Above 25 lakh should be bank loan)

20. Rashtriy krushi vikas yojana – PPP-iAD

  • A Scheme for facilitating large scale integrated projects, led by private sector players in the agriculture and allied sectors, with a view to aggregating farmers & financial assistance
    • Corporates to propose integrated agricultural development projects across the spectrum of agriculture and allied sectors, taking responsibility for delivering all the interventions through a single window. 
    • Each project to target at least 500 and above number of farmers, spread over the project life . 
    • Ensuring an integrated value chain approach, covering all aspects from production to marketing. Projects can span one year.
    • Farmer investment Rs. 1.00 / farmer & Government support Rs. 0.50 / farmer & Remaining arrangment should be from Corporate player / Institutional financing

21. APEDA Schemes

  • Development of Export Infrastructure : pack house facilities with packing/grading lines, precooling units with cold storages and refrigerated transportation etc., cable system for handling of crops like banana, pre-shipment treatment facilities such as irradiation, Vapour Heat Treatment (VHT), Hot Water Dip Treatment (HWDT) for compliance to Phyto Sanitary requirements of importing countries, processing facilities, etc. Packhouse- 40 % Grant upto 1 Cr 
    • Refer Vehicles Project – Upto 1 cr project cost – 40 % Grants 
    • Quality Development : Installation of quality management systems, laboratory testing equipments, held devices for capturing farm level peripheral coordinates for traceability systems and testing of samples etc. 
    • Market Development : participation in International trade fairs, exchange of trade delegations and organizing buyer seller meets etc.

22. MCDC Initiatives &  Tarun : covering loans above  5 lakh and upto 10 lakh

  • It would be ensured that more focus is given to Shishu Category Units and then Kishor and Tarun Categories.
    • Within the framework and overall objective of development and growth of micro enterprises sector under Shishu, Kishor and Tarun, the products being offered by MUDRA are so designed, to meet requirements of different sectors / business activØ Kishor : covering loans above 50,000/- and upto 5 lakhØ Shishu : covering loans upto  50,000/-Ø Under the aegis of Pradhan Mantri Mudra Yojana (PMMY), MUDRA has created products / schemes. The interventions have been named ‘Shishu’, ‘Kishor’ and ‘Tarun’ to signify the stage of growth / development and funding needs of the beneficiary micro unit / entrepreneur and also provide a reference point for the next phase of graduation / growth to look forward to :qAgri business growth cell
    • Registration of the Farmer Producer Companies / Cooperatives
    • Preparation of the Business Proposals / Plans (DPR)
    • Facilitation to get various Government licenses / approvals 
    • Linkages to Government Schemes / Projects 
    • Capacity Building / Training of the FPCs
    • Financial Linkages for Loans / Working Capital
    • Facilitation for Branding , Labeling, Packing etc. under Mahafarm products 
    • Connecting to Urban Housing Society – Coop Shop Initiative 
    • Other Initiatives- FPC Formation Project- NABARD, Proposed SFAC, NBFC etc

23. MUDRA Loan Details The funding support from MUDRA are of four types :

  • Micro Credit Scheme (MCS) for loans upto  1 lakh finance through MFIs.
    • Refinance Scheme for Commercial Banks / Regional Rural Banks (RRBs) / Scheduled Co-operative Banks
    • Women Enterprise programme
    • Securitization of loan portfolio

  • Operation Greens under PMKSY implemented by MoFPI – Bank Loan -20%qities as well as business / entrepreneur segments. & Equity -20% – Grants 70% (Max Grants Rs. 50 Cr)
    • Capital investment subsidy scheme for construction expansion/ modernization of cold storage and storages for Horticulture Products under NHB implemented by MIDH -35 to 50 % for storage of 5000 to 10,000 MT
    • Scheme of infrastructure development by APEDA – 90% of the Project cost (Grant for technical civil work & Plant and Machinery
    • RKVY- PPPIAD Project
